The Royal National Mod is Scotland's premier Gaelic festival of the Gaelic language, arts and culture and is held annually in October at a different location in Scotland. The Mod is a competition-based festival which celebrates the Gaelic language and culture through music, dance, drama, arts and literature. First held in Oban in 1892, the Mod has now grown to become the second biggest festival in Scotland attracting visitors and competitors from throughout the UK, Ireland, Australia, Canada and the USA. The Mod provides a major economic and cultural boost to the host area and also attracts considerable national and international publicity, raising the profile of the host location.

Until the 11th century, the language and culture of Scotland were entirely Celtic. The early peoples of Scotland that were referred to as Pictii (Picts) by the Romans are thought by most scholars to have been Brythonic-Celtic speaking peoples. From the 3rd century AD onwards a steady migration of Celtic peoples from Ireland into Scotland had been taking place. By the time of the settlement of the Dalriada kingdom in Argyll, these Irish Celtic tribes were Gaelic-speaking - but the Dalriada settlement was surrounded by Brythonic-speaking Celtic tribes on all sides. The Brythonic Celts called them Gwyddell, which mutated into ‘Goidel’ and ‘Gael’. It is interesting to note that the earliest surviving Welsh poetry, Y Gododdin, was in fact written in southern Scotland by a 6th century poet named Aneurin.

THE SOCIAL, ECONOMIC & POLITICAL REASONS FOR THE DECLINE OF GAELIC IN SCOTLAND

The complex interconnections between the economy, politics and the resultant social situation, make the study of the decline of Scots Gaelic particularly involved. Over the last three centuries or so, all of the Celtic languages have declined to a greater or a lesser degree; for various reasons and at many different hands. Scots Gaelic has had a colourful history. It has declined from a position of strength in the the early tenth or eleventh century where the bulk of the population spoke Gaelic, to a situation now, where about 1.6% of the population speak it. It would be simplistic to say that it was part of a "grand plan" by an essentially hostile English government in an attempt to create a unified country and rid itself of a political burr in the north. Yet this attitude is the one which has gained credence in the past particularly amongst the 'Gaelic Nationalists' of various hues who ignore the history of the language.

The Taskforce on Public Funding of Gaelic was appointed by the Scottish Executive in December 1999 to examine the arrangements and structures for the public support of the Gaelic organisations in Scotland and to advise Scottish Ministers on future arrangements, taking account of the Scottish Executive's support for Gaelic as set out in the Programme for Government. In September 2000 "Revitalising Gaelic" the Report of the Taskforce was published. The Ministerial Advisory Group on Gaelic was subsequently set up by Alasdair Morrison, Minister for Gaelic, under the chairmanship of Professor Donald Meek, on the lines recommended in the Taskforce Report.

GAELIC SOCIETY OF INVERNESS

The Gaelic Society of Inverness was established in 1871 for the specific purpose of cultivating the language, poetry and music of the Scottish Highlands and generally furthering the interests of the Gaelic speaking people. The Society was instrumental in the establishment in the 1870s of the Chair of Celtic at the University of Edinburgh - the first such chair in Scotland - and in the 1880s made strong representations to the Government proposing the appointment of a commission to investigate conditions in the crofting districts of the Highlands and Islands. The report of this commission - the Napier Commission - was to result eventually in the Crofter’s Act of 1886, the cornerstone of the modern crofting system.
